## Decision

**Dependency-free release gates: PASS.** B12 is ready for one Netlify review build. The existing B8 deployment remains the rollback baseline until live review is accepted.

## Full-build boundary

A local `npm ci` attempt did not complete through the external package gateway. The workspace also reports Node 22.16.0 while the package pins Node 22.17.0+. Therefore a semantic Next.js build, Vitest suite, and Playwright browser run are not claimed locally. The Netlify review build must show compilation, static generation, and `Validated B12 static export contract` before acceptance.
