## Publication decision

**Continue offline. Do not deploy B3.** B3 establishes the flagship room content and shared schema, but it is not the v0.4 release candidate. The next workstream is B4: gallery, archive, music, public ledger, artifact intake, and media binding, followed by B5 full local verification.
